2025 Shultz Fellowship – Resource Adequacy Analysis and Harmonization in the Western States

Throughout Summer 2025, the Western Interstate Energy Board (WIEB) hosted two Shultz Energy fellows from Stanford University to investigate existing resource adequacy framework and reliability challenges in the Western States. The fellows conducted interviews with stakeholders across the region, from utility representatives to public utility commissioners, to further explore their perspectives on the evolving nature of resource adequacy in the Western Interconnection. Their findings are intended to enhance the understanding of how the existing resource adequacy frameworks function and to highlight specific challenges related to regional coordination, resource planning, and implementation—particularly in the context of expanding regional markets.
