Background

WIEB staff hosted a two-part webinar series on Greenhouse Gas (GHG) accounting designed to enhance collaboration and understanding of GHG accounting and reporting principles, requirements, voluntary programs, market mechanisms, and regional collaboration. WIEB brought together agencies, stakeholders and experts from various states/provinces and regions to discuss collaboration on Greenhouse Gas (GHG) state and federal policy.

  1. The first webinar on December 16, 2025, “GHG Accounting and Reporting in the Western States,” provided a platform for industry representatives to discuss national and regional trends, and explored GHG accounting and reporting across the Western Interconnection.
  2. The second webinar on February 19, 2025, “State Policies, Approaches, and Coordination for GHG Reporting and Accounting,” concentrated on state and provincial specific policies, approaches, and coordination both within states and provinces and in the region.

Purpose

The purpose of this project was to convene state/province energy office directors and staff, utility commissioners and staff, air quality regulators, subject matter experts, and industry stakeholders interested in the intersection of GHG policy, market development, and regional coordination. The GHG Accounting Project aimed to foster collaboration on GHG policy, advancements in accounting and reporting methodologies, and market integration.
