EV Policies:

Washington follows California’s zero-emission vehicle (ZEV) and low-emission vehicle (LEV) standards, aiming to raise the percentage of zero-emission light duty vehicle sales, reaching 82% by 2032 and 100% by 2035. In 2023, the state adopted the Advanced Clean Fleets (ACF) rule, which requires 100% of state-owned light-duty vehicles to be electric by 2035. 

WA funds grant programs to advance electric vehicle adoption and charging infrastructure, like the WA Instant Rebates Program and the WA EV Charging Program that is funded through the Climate Commitment Act. The state established maximum timelines for EV supply equipment (EVSE) permitting and interconnection and set reliability standards for public and shared-use EVSE in 2024 (SB 6304). In 2025, the state launched ZEVergreen, a statewide initiative to expand access to ZEVs through new policy tools, stakeholder engagement, and public workshops. This program aims to maintain momentum toward decarbonizing transportation, especially in underserved communities.
