Net Metering:

All electric utilities (IOUs, Munis, Coops) must offer net metering service for facilities 100 kW or less that are located on a customer-generator’s premises, operate in parallel with the electric utility’s transmission and distribution facilities, and are connected to the electric utility’s distribution system. Utilities must offer full retail rate net metering, pursuant to RCW 80.60.030 until the earlier of either June 30, 2029 or the first date upon which the cumulative net metered capacity for a utilities equaled 4% of the utility’s peak demand during 1996. At least half of a utility’s net generation capacity must be from renewable energy. Once this occurs, electric utilities can propose an alternative net metering tariff. Customers with net excess generation (NEG) will be credited on the next monthly bill at the utility’s retail rate. Credits can be rolled over to the next month but expire each year on April 30. Generator- customers retain ownership of RECs.
