Energy Storage:

OR adopted an energy storage procurement target for its two largest IOUs (PGE and PacifiCorp) that required each to have a minimum of 5 MWh by 2020, and a maximum up to 1% of 2014 peak load (HB 2193). This legislation also required the OR PUC to develop analytical guidelines for utilities to use in evaluating energy storage and preparation of their filings. 2019 legislation established a $2 million rebate program for solar and solar plus storage systems (HB 2618). Oregon’s 2021 budget reconciliation bill (HB 5006) allocated an additional $10 million to continue the rebate program for solar and storage. Oregon HB 2021 also created a $50 million Community Resilient Renewables Investment Fund to provide competitive grants of community resilience projects that include energy storage.
