Net Metering:

Idaho does not have a statewide net metering policy. However, each of the state’s three investor-owned utilities (Avista Utilities, Idaho Power, and Rocky Mountain Power) has developed a net-billing tariff approved by the Idaho Public Utilities Commission (PUC). Idaho Power’s tariff is Schedule 6 for residential customers, Schedule 8 for small general service, and Schedule 84 for large general service. Systems owned by residential and small general service customers must be 25 kW or smaller to participate; large general service, large power service, and agriculture irrigation customers may own a system up to the greater of the highest monthly billing demand in the most recent 12-month period or 100 kW.

In December 2023, the Idaho PUC approved Idaho Power’s transition from retail rate net metering to a net billing structure for new on-site generation customers, with exports compensated below the retail rate (Case No. IPC-E-23-14). Existing customers were grandfathered through a transition period.
