The HLRWC submitted comments to the U.S. Department of Energy (DOE) on its Notice of Waste Acceptance, Storage, and Transportation Services (Federal Register Doc 96-13244, Vol. 61, No. 103, May 28, 1996). In this Notice, DOE solicited “expressions of interest and comments related to its proposed approach for carrying out its waste acceptance, transportation and any storage functions” related to the disposal of commercial spent nuclear fuel at Yucca Mountain, Nevada. In their comments, the HLRWC stated that they did not believe there was enough information in the Notice to evaluate the scope of services that DOE intended to obtain from private parties for its nuclear waste transportation campaign. Despite this lack of information, the HLRWC provided DOE with its views on what responsibilities they thought were appropriate for a contractor to handle. The HLRWC also advocated for the integration of waste acceptance, storage, and transportation with other key aspects of the waste disposal program, and for DOE to include corridor communities in its transportation planning.
