Net Metering:
Net metering is available to all electric utility customers, but size limitations and treatment of excess generation varies by utility. Investor-owned utility customers can participate for systems up to 25 kW for residential and 2 MW for nonresidential, and net excess generation is credited monthly at the full retail rate and carried forward to future months. Unused kilowatt-hour credits at the end of the annual cycle are transferred to low-income assistance programs. Consumer-owned utility customers can participate for systems up to 25kW. Net excess generation is counted at the end of each month and credited to the customer at the utility’s avoided cost rate. COUs are not required to carry net excess generation to future billing periods. Any utility may opt to discontinue net metering if the cumulative capacity of net metered facilities exceeds 0.5 percent of the utility’s historic single hour peak load.
