Net Metering:
All electric utilities must offer net metering. Requirements vary among types of utilities. IOUs have system capacity limits of 25 kW for residential and 2 MW for non-residential customers. Munis, Coops, and People’s Utility Districts have system capacity of 25 kW. Net excess generation (NEG) for IOU customers can be carried over as a kWh credit to the next month until the March billing period. NEG for Munis, Coops, and Peoples utilities is purchased at the utilities avoided cost rate or credited to the customer’s net monthly bill. For IOU customers enrolled in Oregon’s low-income assistance programs, NEG is credited at the utility’s avoided cost rate. There is a discretionary aggregate capacity cap of 0.5% of a utility’s historic single-hour peak load. Several Oregon utilities have exceeded this cap. (OR RS 757.300; enacted 1999, revised 2005)
