Clean Energy Targets:

Requires utilities to:  

1. Eliminate coal from their state portfolio by 2025;
2. Carbon neutral by 2030; 
3. 100% clean energy (renewable or non-emitting) by 2045

Washington extended these requirements to include market customers of both investor-owned and consumer-owned utilities in 2023 (HB 1416).
