WIRAB Advice to FERC on Proposed IBR Ride-Through Reliability Standards (Docket No. RM25-3) | March 2025

On March 24, 2025, the Western Interconnection Regional Advisory Body (WIRAB) submitted formal advice to the Federal Energy Regulatory Commission (FERC) in response to the Notice of Proposed Rulemaking (NOPR) for Docket No. RM25-3-000. The NOPR proposes to adopt new NERC Reliability Standards PRC-024-4 and PRC-029-1, addressing frequency and voltage protection settings and ride-through requirements for inverter-based resources (IBRs).

WIRAB’s comments support the proposed standards but recommend key enhancements to improve implementation, transparency, and consistency—particularly with legacy IBR exemptions and alignment with IEEE 2800-2022. WIRAB also highlights the need for clear communication protocols, risk assessment measures, and improvements to the NERC standards development process.
