On November 21, the Western Energy Imbalance Market (EIM) Body of State Regulators (BOSR) submitted comments to the EIM Governance Review Committee (GRC) on the EIM Governance Review Scoping Paper. The BOSR generally agrees with the scope of issues the GRC intends to address and specifically notes that independent and increased staff support for the BOSR should be included in the GRC’s scope of work. The BOSR, although an independent advisory body, is part of the EIM governance structure. This request is consistent with the mission of the GRC and will provide the BOSR a means to achieve its purpose and effectively participate in governance. The BOSR’s comments also include, but are not limited to, other areas of stakeholder engagement, the delegation of authority for market rules to the EIM Governing Body and the decisional classification process and the principles of transparency and inclusiveness.
