High-Level Radioactive Waste Committee comments on the U.S. Department of Energy Office of Civilian Radioactive Waste Management’s (OCRWM) draft Request for Proposals for the Acquisition of Waste Acceptance and Transportation Services for OCRWM | May 1997

The HLRWC submitted comments to the U.S. Department of Energy (DOE) on its draft Request for Proposals (RFP) for the Acquisition of Waste Acceptance and Transportation Services for the Office of Civilian Radioactive Waste Management (Draft RFP Number DE-RP01-97RW00320, December 27, 1996). This draft RFP was DOE’s first attempt at describing its “regional servicing contractor” approach to acquiring transportation services to assist with the movement of commercial spent nuclear fuel to Yucca Mountain, Nevada. In their comments, the HLRWC expressed concern about the operational and public perception difficulties that could arise if DOE used a contractor for all of the transportation activities delineated in the draft RFP. The HLRWC further described six areas of responsibility which they found unacceptable for privatization: interaction with states and tribes, transportation modal selection, route selection, preparation of an environmental impact statement on transportation issues, selection of a transportation cask, and general transportation planning activities.
