The HLRWC submitted comments to the U.S. Department of Energy (DOE) on its draft Request for Proposals (RFP) for the Acquisition of Waste Acceptance and Transportation Services for the Office of Civilian Radioactive Waste Management (Draft RFP Number DE-RP01-98W00320, November 24, 1997). This draft RFP was DOE’s second attempt to refine its “regional servicing contractor” approach to acquiring transportation services to assist with the movement of commercial spent nuclear fuel to Yucca Mountain, Nevada. In their comments, the HLRWC noted that they were pleased that DOE stated its commitment to retaining responsibility for policy decisions, stakeholder relations, and implementing Section 180(c) of the Nuclear Waste Policy Act, related to funding for emergency preparedness activities. However, the HLRWC also stated that they still thought too many responsibilities were given to the contractor under this RFP, focusing again on the six areas of responsibility which they found unacceptable for privatization in their comments on the original draft RFP from December 1996.
