HLRWC Comments to FMCSA on the safe integration of automated driving systems-equipped commercial motor vehicles | July 2019

The WIEB HLRWC submitted comments to the Federal Motor Carrier Safety Administration (FMCSA) in response to a Federal Register notice on the regulatory updates that might be necessary in order to incorporate automated driving systems into commercial motor vehicles. In the comments, the HLRWC brought to the FMCSA’s attention the potential regulatory changes that might be needed should automated driving systems be contemplated in vehicles transporting transuranic waste, high-level radioactive waste, spent nuclear fuel, or highway route controlled quantities of other radioactive materials. The HLRWC also expressed its opinion that such cargoes should not be transported using fully automated driving systems where no human operator is present, since humans are “best poised to address the ever-changing driving environment surrounding the transportation of these materials.”
