Net Metering:

Net metering is available to customers of investor owned utilities for systems up to 25 kW residential and 2 MW nonresidential (ORS 757.300; OAR 860-039). Net excess generation in a monthly billing period is credited at the full retail rate and carried forward. The annual billing cycle ends at the end of the March billing month; any unused kilowatt hour credits are transferred to the utility’s low income assistance program at the average annual avoided cost tariff rate, and the customer-generator may not elect a credit or cash payment for the unused balance (OAR 860-039-0055; OAR 860-039-0060).
