Clean Energy Targets:

In 2020, the Wyoming Public Service Commission (PSC) adopted rules to establish electric-generation portfolio standards for public utilities. These standards focus on ensuring utilities deliver a certain amount of lowcarbon, dispatchable energy, primarily referring to carbon capture technologies retrofitted to coal-fired power plants (HB 200, 2020). The law provides utilities with the opportunity for rate recovery for the installation of carbon capture, utilization, and storage technology to achieve the standard. Companies that fail to comply with the law may not seek rate recovery for new electrical generation used to replace coal fired generation in Wyoming retired after 2024. The state also requires utilities operating coal plants to evaluate the feasibility of adding CCS technology (HB 166, 2022).
