In February of 2005, the four state regional groups presented the “Principles of Agreement Among States on Expectations Regarding Preparations for OCRWM Shipments” which identified the states’ expectations for a fully functioning transportation program for spent nuclear fuel (SNF) and high-level radioactive waste (HLW). The ten Principles included such expectations as the provision of financial and technical support for planning, training and operational activities, and assistance in implementing accident prevention and emergency response programs. This July 7, 2005 letter to the Private Fuel Storage (PFS) Chairman stressed that although the Principles were developed with a federal transportation system in mind, the states still expected them to apply to commercial SNF and HLW shipments.
