The Committee on Regional Electric Power Cooperation is pleased to announce the final working materials of the State Exploration of Western Transmission Cost Allocation Frameworks study it began with Energy Strategies in February 2025, with the support of funding from the U.S. Department of Energy. Energy Strategies worked closely with states through the CREPC Transmission Collaborative to develop the frameworks used in the final Technical Report and to compile the Policy Brief. As noted in the Policy Brief, these materials do not reflect consensus or commitment from any particular state, however, CREPC hopes that this study work will be useful to future conversations on Western transmission cost allocation. This study addresses one of the primary recommendations from the Western States Transmission Initiative report that came out in October 2023.
