EV Policies:
The Montana Public Service Commission (PSC) has not adopted a framework for utility electric vehicle (EV) investments or cost recovery and there are no statewide EV targets or mandates.
In 2023, Montana established a gross vehicle weight-based annual fee for EV and plug-in hybrid vehicles to offset lost gas tax revenue, created a gross vehicle weight-based permanent registration fee for EVs and plug-in hybrids (eligible once a vehicle reaches 11 years old), and imposed a $0.03/kWh tax on electricity used at public charging stations that provide a charging speed above 25 kW capacity (HB 60; HB 439; HB 55). The state clarified definitions and revised tax and utility metering requirements for public charging stations required to charge the kWh tax in 2025 (SB 228).
