Net Metering:
WY enacted a statewide net metering legislation in 2001. It applies to IOUs, cooperatives, and irrigation districts. Customers may use solar, wind, biomass and hydropower systems to offset all or part of their electricity from a utility. Net excess generation (NEG) is treated as a kwh credit or other compensation from the customer’s following bill. At the beginning of the year, utilities will purchase unused credits at the utility’s avoided cost rate. Utilities may not charge customers additional fees beyond the minimum monthly charges that apply to other customers in the same class.
