Clean Energy Targets:
In 2019, Colorado set GHG reduction targets for IOUs from 2005 baseline (SB19-236):
- 46% by 2027
- 80% by 2030
- 100% by 2050
Colorado established electric utility emissions targets for utilities not already submitting clean energy plans, mandating at least an 80% reduction from 2005 baseline, in 2021 (HB21-1266). The legislation also requires the Air Quality Control Commission to adopt regulations requiring 60% reduction by 2030 from oil and gas industry and 20% from other industry, and gas utilities to reduce emissions 22% below 2015 levels, including customer combustion emissions, by 2030 (HB21-1266, SB21-264). Subsequent legislation in 2023 introduced mandatory Clean Energy Plans for regulated utilities and maintained the established targets (SB23-198).
