Clean Energy Targets:

Investor-owned utilities must eliminate coal-fired resources from their allocation of electricity to Oregon consumers by January 1, 2030. (SB 1547, 2016)

Large IOUs and all electricity service suppliers must reduce greenhouse gas emissions associated with electricity sold in Oregon from baseline emissions levels (HB 2021, 2021):

  • 80% by 2030
  • 90% by 2035
  • 100% by 2040

Oregon’s Energy Facility Siting Council cannot approve new natural gas facilities in Oregon unless they are non-emitting. (HB 2021, 2021)

Governor Tina Kotek directed state agencies to establish a coordinated, statewide approach to support clean energy deployment and long-term infrastructure development by prioritizing implementation of the Oregon Energy Strategy. (EO 25-29, 2025) The strategy identifies key pathways and actions to achieve state clean energy targets and objectives at the least economywide cost. The Governor also directed state agencies to expedite solar and wind siting and permitting so developers can take advantage of federal tax credits before they expire. (EO 25-25, 2026)
