RPS targets:

All utilities and electricity service suppliers have an obligation to serve a portion of their electricity sales from qualifying renewable energy sources, but that obligation is determined by the utility type and size. Exemptions exist in the event of compliance costs exceeding 4% of revenue. (SB 838, 2007; SB 1547, 2016)

Large investor-owned utility obligations:

  • 27% of electricity sales in each calendar year from 2025-2029
  • 35% in 2030-2034
  • 45% in 2035-2039
  • 50% in 2040+

Other utility obligations:

  • Consumer-owned utilities serving over 3% of statewide load in 2007 must meet 25% in calendar year 2025 and future years.
  • COUs serving over 3% of statewide load after 2007 must meet 25% after a transition period.
  • Small utilities serving less than 1.5% of statewide load must meet 5% in calendar year 2025 and future years, while small utilities serving 1.5-3% must meet 10% in calendar year 2025 and future years.
