Clean Energy Targets:

Utah has no statewide clean energy mandate. The Community Renewable Energy Act (HB 411, 2019; Utah Code 54-17-9), amended and renamed the Community Clean Energy Act in 2024, authorizes participating municipalities to opt into net-100% renewable electricity by 2030 through a Rocky Mountain Power tariff. The Utah Public Service Commission approved the resulting Community Clean Energy Program on March 4, 2026; Salt Lake City and 18 other communities are enrolled, with automatic customer enrollment beginning in early 2027.
