Energy Efficiency Resource Standard:
The Government of British Columbia treats improved energy efficiency as one of the lowest-cost ways to reduce greenhouse gas emissions and meet growing demand for energy. Provincial efforts include research and policy development to accelerate energy efficiency across all sectors; minimum energy performance standards for products, equipment, and appliances sold or manufactured in BC; energy performance requirements in the BC Building Code; support for public utilities and other branches of government implementing efficiency programs; technology and practice development through the Innovative Clean Energy (ICE) Fund; voluntary adoption programs for households, businesses, institutions, and local governments; and coordination with partners inside and outside BC on a regional energy efficiency strategy.
Building Codes:
The 2024 BC Building Code took effect March 10, 2025, and incorporates the BC Energy Step Code and the Zero Carbon Step Code. The Energy Step Code progresses toward net zero energy ready new buildings by 2032. The Zero Carbon Step Code, introduced in May 2023, sets operational carbon emission limits across four levels (EL-1 through EL-4); all new buildings must meet at least EL-1 as of March 10, 2025, and the province has committed to require zero carbon new buildings by 2030.
